Большое спасибо, господин председатель, и благодарю уважаемого посла Российской Федерации за разъяснение вопроса и выражение озабоченности. Хотел бы четко заявить, что я уверен, что не говорил – у меня есть запись того, что я сказал, – и я уверен, что не говорил, что не существует обязательств ОБСЕ, связанных с задержанием или условиями содержания под стражей. Но я сказал, что это консульский вопрос, и что мы его активно обсуждаем с Российской Федерацией по консульским каналам, которые являются уместными в данном случае. Уточню еще один момент: г-н Ярошенко, насколько мне известно, не дал разрешение правительству США публично раскрывать или обсуждать различные конкретные аспекты его дела. Мы никогда не обсуждаем детали консульского вопроса без получения на то разрешения от человека. Не знаю, какие разрешения он дал правительству в отношении раскрытия специфики его дела, но, насколько я знаю, наше правительство не имеет подобного разрешения. Напомню всем, о каком деле идет речь: Константин Ярошенко был приговорен к 20 годам лишения свободы за сговор с целью ввоза в Соединенные Штаты кокаина стоимостью более 100 миллионов долларов. Хотел бы напомнить вам, что я сказал на прошлой неделе: Соединенные Штаты – без обсуждения специфики вопроса – привержены выполнению своих обязательств в соответствии с международным правом и национальным законодательством в плане надлежащего обращения с лицами, задержанными или заключенными в системе уголовного правосудия, и это включает в себя предоставление адекватной медицинской помощи. Так что я могу здесь вновь повторить эту приверженность без обсуждения каких-либо деталей его конкретного заболевания. Благодарю вас, господин председатель. Read More
