Большое спасибо, госпожа председатель. Позвольте мне вначале поблагодарить швейцарское председательство за попытку конкретно предложить решение вопроса, поднятого вчера Российской Федерацией. Хотел бы отметить, что, когда вы запросили комментарии по поводу вашего последнего предложения, опять же, в зале прозвучало только одно возражение. Это уже третий подобный случай в течение недели, что вызывает глубокое разочарование, особенно учитывая продолжающиеся публичные заявления Российской Федерации о том, что она поддерживает размещение наблюдателей на местах, осознавая насущную необходимость такого шага, и это ставит под сомнение искренность данных заявлений. В ответ на то, что, судя по всему, является здесь нерешенным вопросом, а именно, вопрос охвата, который вновь поднял , я так отвечу российскому делегату: вы сказали, что нужна ясность об охвате миссии. Тут все кристально ясно – миссия охватывает всю Украину. И, я мог бы добавить, украинское правительство желало запросить миссию, которая была ограничена по охвату тем или иным районом Украины. Россияне в течение выходных несколько раз говорили: “Нет, нет, мы хотим, чтобы миссия охватывала всю страну”. Так что теперь у нас есть текст, который полностью отвечает требованиям министра иностранных дел Лаврова. В оперативном пункте семь говорится: “...по всей Украине...” В названии указывается “Украина” без дискриминации и исключений. В оперативном пункте два говорится: “по всей стране”. Это четкая формулировка. Знаю, что министр иностранных дел Лавров публично и в частном порядке выражал озабоченность в отношении Западной Украины. Мы не разделяем оценку фактов на местах, которую продолжает продвигать министр Лавров, но ясно, что данный текст в его нынешнем виде содержит ответ на просьбу о конкретном обозначении охвата миссии: “по всей стране”. В том числе, как отметил , “север, юг, восток и запад”. Так что возникает вопрос, не играет ли министр иностранных дел Лавров в игру, правилам которой должна следовать бедная делегация, находящаяся здесь. Но мы не можем поддаваться извращенной логике, которую кто-то продвигает. Ответ на ваш вопрос таков: существует четкое обозначение географического охвата, оно включает в себя по всю территорию страны, чего требовало – и мы все должны это помнить – ваше собственное правительство. Был дан ответ, и был дан четкий ответ, и нет никакого оправдания отсутствию движения вперед.
